Take Panties action, that can be performed during intimacy with Ashley, if having corresponding quest, can be repeatable.

This is because there is no check that character already has panties in his inventory.

Well, is this 'taking' panties, or just taking the bottoms off during intimacy? Does the message for receiving the panties item actually appear on the screen? I remember testing this and it seemed to only remove the bottoms item but not duplicate an actual attempt to put Ashley's panties in your inventory. Even if it did, you cannot duplicate interactive items so trying to put the panties back in your inventory should, at worst, just re-add them to your inventory in a different inventory 'slot' than they were in.

This is taking panties, not bottoms off.

It will add to inventory once.

There should probably be check to not display the action, if it is no longer relevant (to save command space).
