windows cannot access the specified device, path, or file error
tried permissions didnt work

What are you exactly trying to do ?
Which version of the game, OS and platform (steam , patreon , etc..) are you using ?
Anyhow, read that:

no log it just errors before opening the menu of what story to play

Just to be sure, you did extract all files then launch the game and not just try to launch game exe from the archived file ?

16 gb of ram
