Censorship wont turn off

No matter what I do with the censorship toggle in the menu I can't get it to turn off. All of the posts I find about censorship are clearly no longer applicable with things referring to an explicit DLC, text files in folders that don't exist and so on.

One interesting issue is that when I inspect the cell phone and look at the photos if censorship is off it just displays a big white box. With censorship on it will display censored photos. Is this some sort of post Steam payment processor problem?

EDIT: So this definitely seems like a post sex game apocalypse issue. When my character is naked his genitals are censored. The cut scene with the first encounter is all very purposely above the waist.

Where did you buy the game from, and do you have the Explicit Content DLC?
