Party Popper goes into my inventory and I cannot get it into my hand

I click Throw One and it says Party Popper has been added to your inventory. I have tried clicking on it, but it just shrinks and grows a little bit without giving me any options. I've tried waiting for it to appear in my hand, but it never does. I just want to save Letty.... Anyone know a fix for this? I've tried reloading, restarting, going back to previous save files and trying again.... Screenshot included.

You can drop the Party Popper and pick it back up, or switch to another usable item and then re-equip it, which usually forces it into your hand.
